DILG clarifies P30.8B grant for COVID-19 response

The Department of Interior and Local Government (DILG) has clarified that the P30.824 billion Bayanihan Grant to Cities and Municipalities is exclusively for programs addressing the COVID-19 pandemic.

DILG Secretary Eduardo Año stated that the funds can be used for purchasing relief goods for vulnerable households, acquiring personal protective equipment for frontliners, and procuring medicines and medical supplies.

The grant, equivalent to one month's Internal Revenue Allotment (IRA) for cities and municipalities, aims to bolster their capacity to respond to constituent needs during the health crisis.

Año emphasized the importance of proper utilization of the grant, urging local government units (LGUs) to prioritize the welfare of their constituents, especially the poorest sectors severely affected by the pandemic.

He also reminded LGUs to comply with the 'No Epal' provision, prohibiting attention-seeking ploys in the distribution of relief goods, and to set aside politics in providing aid.

The Bayanihan Grant will be sourced from discontinued projects under the FY 2020 General Appropriations Act.

Executive Secretary Salvador C. Medialdea has formally notified the Department of Budget and Management (DBM) of the President's approval and ordered the immediate release of the funds.
