DICT to release Konektadong Pinoy Act IRR by October

The Department of Information and Communications Technology (DICT) is set to release the Implementing Rules and Regulations (IRR) for the Konektadong Pinoy Act by the end of October.

DICT Secretary Henry R. Aguda confirmed that final comments on the IRR will be submitted by October 2, ensuring the rules address concerns from existing industry players.

The new regulations will impose stricter cybersecurity standards for all telecommunications providers, with requirements set to increase further within two years.

Mandatory facility sharing among operators is included in the IRR to promote fair competition and ensure reasonable rental rates.

A 'use it or lose it' policy for spectrum allocation will be enforced, requiring providers to return unused or underutilized frequencies to the government for reallocation.

The IRR also requires new market entrants to expand into unserved or underserved areas to promote inclusive digital access.
