DBM authorizes release of P5,000 PEI for gov't employees in 2025

The Department of Budget and Management (DBM) has authorized the release of the P5,000 Productivity Enhancement Incentive (PEI) for qualified government employees for Fiscal Year 2025.

The incentive, which is part of the government's Total Compensation Framework, aims to improve productivity and motivate employees by rewarding exemplary performance.

President Ferdinand R. Marcos Jr. authorized the DBM to issue guidelines for the PEI while the Performance-Based Incentive System (PBIS) and Results-Based Performance Management System (RBPMS) are under review.

The PEI, to be released starting December 15, 2025, is subject to existing rules under Budget Circular No. 2017-4 and Circular Letter No. 2025-13.

Qualified employees include regular, casual, or contractual staff across national government agencies, state universities and colleges, GOCCs, LGUs, and local water districts, as well as military and uniformed personnel.

Each agency is responsible for the proper implementation of the PEI, with officials accountable for any incorrect payments.
