The Council for the Welfare of Children (CWC) is reminding local government units (LGUs) to enact ordinances protecting children from online sexual abuse and exploitation, emphasizing that existing laws mandate child-friendly local governance.
CWC Executive Director Angelo Tapales stated that while the number of child-friendly LGUs increased from 372 in 2022 to 1,091 this year, the country still has significant progress to make.
The CWC collaborates with the Department of the Interior and Local Government (DILG) in the Child-Friendly Local Governance Audit, which assesses LGUs' adherence to child protection standards.
Tapales highlighted that a presidential directive has integrated the requirement for LGUs to have Online Sexual Abuse or Exploitation of Children (OSAEC) ordinances, trained personnel, and established referral mechanisms into the 2025 guidelines.
These aspects are now being checked during the LGU audits, ensuring accountability in addressing child exploitation cases.
The CWC is also working with the Department of Justice, the Philippine National Police, and the National Bureau of Investigation to combat online sexual abuse against children.
