Comelec warns LGUs on 'ayuda' distribution ban

The Commission on Elections (Comelec) has warned local government units (LGUs) that they will face election offense charges for violating the 10-day ban on the distribution of any form of 'ayuda' or assistance, which started on May 2 and continues until Election Day on May 12.

Comelec spokesman Rex Laudiangco reminded all government agencies that even previously exempted 'ayuda' programs are now prohibited.

Only 'emergency' aid, such as for medical and burial services, may be released as these are considered emergency services, not general assistance.

The total ban also includes the sale of subsidized rice at P20 per kilo, which had previously received an exemption.

Violators of the election ban may face administrative and criminal charges, and candidates may be disqualified.

Comelec Chairman George Erwin Garcia had previously suggested the Department of Agriculture (DA) temporarily suspend the sale of subsidized rice to prevent political maneuvering.

Any LGU wishing to participate in such programs during the ban period would require a specific exemption from the Comelec.
