COA flags P359M substandard flood control projects in Bulacan

The Commission on Audit (COA) has flagged nearly P359 million worth of flood control projects in Bulacan as substandard.

Four projects implemented by M3 Konstract Corporation, SYMS Construction and Trading, and Amethyst Horizon Builders and General Contractor and Development Corp. were identified in the report.

These projects faced issues such as being located in incorrect sites, exhibiting defects, remaining unfinished, lacking documentation, failing to meet specifications, and using unsuitable materials.

One P96.5 million project for a riverbank protection structure in Barangay San Roque, Baliuag, contracted by M3 Konstract Corporation, was found to be constructed in a location different from its approved site.

SYMS Construction and Trading was contracted for two other projects: a P92.5 million flood control structure in Barangay Manatal, Pandi, and a P74.1 million riverbank protection structure along Balagtas River in Barangay San Juan, Balagtas.

A P96.5 million riverbank protection structure along Balagtas River in Barangay Dalig, Balagtas, was undertaken by Amethyst Horizon Builders and General Contractor and Development Corp.

The DPWH-Bulacan 1st District Engineering Office failed to submit essential documents and provided contradictory information regarding contract costs and contractor identities for these projects.

Several individuals, including former DPWH Bulacan first District Engineer Henry Alcantara and representatives from the involved construction companies, have been found liable.
