The Commission on Audit (COA) has filed additional fraud audit reports with the Independent Commission for Infrastructure concerning flood control projects in Bulacan.
Four alleged anomalous flood control projects, with a total budget of P351.38 million, were declared fully completed and paid by the Department of Public Works and Highways (DPWH) Bulacan 1st District Engineering Office.
However, COA found that these projects were non-existent during an inspection on September 24, 2025, with the DPWH-Bulacan 1st DEO offering no explanation for the supposed shift in project locations.
Two projects by Syms Construction Trading, each worth P92.6 million, involved a revetment wall in Barangay San Roque, Baliuag, and a flood control project for the Angat River in Barangay Taal, Pulilan.
A P69-million project for a riverbank protection structure at Barangay Silang, Plaridel, awarded to Topnotch Catalyst Builders, and another project for a riverwall in Barangay Pagala, Baliuag, awarded to Triple 8 Construction and Supply, Inc., were also flagged.
Former district engineer Henry Alcantara and Sally Santos of SYMS Construction have been held liable for irregularities in one of the projects.
Those involved may face charges of graft and corruption, malversation, and falsification of documents.
