BI bars Irishman, American with sex crime convictions from entering PH

The Bureau of Immigration (BI) has barred two foreign nationals, a 52-year-old Irishman and a 29-year-old American, with convictions for crimes involving moral turpitude from entering the Philippines.

The Irishman, Charles Henry Gabler, was denied entry on June 23 after arriving from Guam, and it was his second time being turned away as he was previously excluded in November 2022.

Records show Gabler was convicted in 2012 for raping a 16-year-old girl.

The American, Mark Halligan, was denied entry on July 4 after arriving from Dubai.

Both individuals have been placed on the BI blacklist and are permanently prohibited from entering the country.

BI Commissioner Norman Tansingco warned other convicted foreign sex offenders against attempting to enter the Philippines, stating they will be immediately denied entry.
